Position Description

Directs, plans, coordinates and supervises the operations and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgement. The Director of Finance and Administration is a member of the college’s leadership team and is responsible for overseeing the financial activities of TCVPA, including budgeting, financial reporting, internal controls, audits, and compliance with institutional, state and federal regulations. The position requires a strong understanding of financial management principles, analytical skills, and a strategic mindset to support the goals of the college. This individual will coordinate with the college’s business managers, work closely with departmental leaders, and report directly to the Dean of the college.

Major/Essential Functions

• Financial Oversight & Budgeting: Lead the development, implementation, and monitoring of annual budgets for the college and its schools. Forecast revenue and expenses and provide financial analysis to ensure the college remains within budgetary constraints. Collaborate with Associate Deans and School Directors to align financial resources with academic and operational goals.
• Audit & Internal Controls: Complete internal routine and control audits, ensuring the integrity of financial processes. Coordinate corrections and efficiency improvements based on a continuous improvement practice and audit findings to strengthen internal controls and ensure financial compliance.
• Reporting & Compliance: Prepare and review financial reports for the Dean, university administration, and other stakeholders. Ensure adherence to government regulations, university policies, and compliance standards in all financial activities. Stay informed of relevant changes in regulations and reporting requirements.
• Inquisitive Financial Analysis & Self-Direction: Demonstrate a strong curiosity and proactive approach toward financial matters by consistently seeking out opportunities for financial improvement, identifying trends, and conducting in-depth analysis. Be capable of self-directing analysis and delivering actionable insights without needing continuous guidance, including anticipating challenges and recommending solutions.
• Supervision & Team Management: Provide oversight to business personnel of the college, providing leadership, training, and support. Oversee proper staffing, performance evaluations, and professional development for team members by making recommendations to the Dean.
• Administrative Support: Assist with office management duties, including HR functions such as evaluations, payroll, hiring, onboarding, and maintaining employee records. Ensure the effective operation of the college’s administrative systems and make recommendations for improvement to the Dean.
• Strategic Financial Planning: Work closely with the Dean to provide financial insights that drive strategic decision-making. Identify opportunities for cost-saving measures and revenue generation and help align financial planning with the college’s long-term goals. Coordinate with leadership for the execution of the TCVPA strategic plan.
• General Administrative Responsibilities: Assist the Dean and leadership team with other financial or administrative tasks as needed, contributing to the smooth running of the college.

Required Qualifications

Bachelor’s degree in related area required plus five years progressively responsible management experience. Additional education may substitute for experience on a year for year basis.
